In the midst of addressing the BRICS Summit session on ‘Peace and Security and Reform of Global Governance’, PM Modi strongly voiced India’s commitment to peace and brotherhood, while issuing a resolute call for unified global action against terrorism.

Earlier, the Prime Minister had called for comprehensive reforms in global governance structures, emphasising the need to better represent the Global South in 21st-century decision-making. He said that the Global South remains a “victim of double standards” in international dealings, calling out the lack of fairness in global systems governing development and security.
The BRICS nations issued a joint statement condemning the Pahalgam attack “in the strongest terms.” The statement declared all acts of terrorism as “criminal and unjustifiable,” and reaffirmed the bloc’s unified commitment to fight terrorism in all its forms.
“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on 22 April 2025, during which 26 people were killed and many more injured,” the BRICS declaration read. “We urge to ensure zero tolerance for terrorism and reject double standards in countering terrorism.”
The statement also emphasised the need for holding terrorists and their supporters accountable, regardless of their motivation, and called for the expeditious adoption of the Comprehensive Convention on International Terrorism within the UN framework.
The leaders reiterated that terrorism should not be associated with any religion, nationality, or ethnic group. They called for concerted international actions against all UN-designated terrorists and terrorist organizations, while reaffirming the sovereign responsibility of states to combat terrorism in accordance with international law.
The BRICS summit welcomed the ongoing work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups, expressing hope for deeper counter-terrorism cooperation based on the group’s shared strategies and action plans.
“We look forward to further deepening counter-terrorism cooperation. We call for an expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism in the UN framework. We call for concerted actions against all UN designated terrorists and terrorist entities,” the statement concluded.
