Maharashtra notifies 2026 rules of business – CM gets ‘veto-power’

The Maharashtra government notified the Maharashtra Government Rules of Business, granting Chief Minister Devendra Fadnavis explicit legal authority to review, modify, or override decisions made by any individual cabinet minister in the broader public interest.

The rule replaces the decades-old regulatory framework following prior judicial clarifications regarding executive oversight limits.
It empowers the Chief Minister to alter or cancel ministerial actions (excluding quasi-judicial duties) provided reasons are formally recorded in writing.
Allows the Chief Minister and Chief Secretary to legally demand and obtain files or records from any state department on demand.
Introduces updated processes for circular cabinet proposals and time-bound communication standards amidst urgent matters.
Operates under Article 166 of the Constitution of India to establish clear administrative hierarchy and lines of command.
Formalizes centralized oversight across portfolios managed by the ruling Mahayuti alliance, comprising the BJP, Shiv Sena, and NCP.

Notably, under the newly notified framework, the Chief Minister holds the explicit power to alter, modify, or cancel decisions taken by any minister if deemed necessary.
