PM Modi seeks global rules to curb AI misuse

PM Modi rime on Sunday urged “strict restrictions on the use of Artificial Intelligence (AI) in deepfakes, crime and terror activities” and called for a global compact based on transparency, human oversight, safety-by-design and the prevention of misuse for the “global good.”

He stressed the need for technology that is “human-centric rather than finance-centric,” “global rather than national,” and “open source rather than exclusive.
Expressing hope that the G20 will develop a global framework for talent mobility in the coming years, Modi showcased “India’s clear message” of sustainable growth, trustworthy trade, fair finance and inclusive prosperity. Only with this approach, he said, can a fair and just future be built. Adding that nations must not be viewed merely as markets and that a sensitive, long-term perspective is essential.
He also cautioned that with rapid technological advances, opportunities and resources are increasingly being concentrated in a few hands, intensifying the global struggle for critical technologies.
This, he said, is a concern for humanity and a barrier to innovation, requiring a fundamental shift in global thinking.
Citing India’s experience, Modi noted that the country now records the highest number of digital payments in the world and is witnessing broad participation across areas from space technology to AI. He said India’s AI strategy rests on three pillars, equitable access, population-scale skilling and responsible deployment. Under the India-AI Mission, high-performance computing is being made accessible so that AI benefits reach every district and every language.
He laid emphasises that AI systems impacting human life, security or public trust and to be responsible auditable, and that while AI can enhance human capabilities, final decision-making must always remain with humans.
In the era of AI, he said, the global approach must rapidly shift from “jobs of today” to “capabilities of tomorrow,” with talent mobility playing a crucial role in accelerating innovation.
Modi announced that India will host the AI Impact Summit in February 2026 with the theme “Sarvajana Hitaya, Sarvajana Sukhaya”, welfare for all, happiness for all, and invited G20 nations to participate.
