Rajya Sabha MP and Indian parliamentary delegate Raghav Chadha addressed the 12th Inter-Parliamentary Union (IPU) Global Conference of Young Parliamentarians in Samarkand, presenting India’s Unified Payments Interface (UPI) as a premier framework for achieving massive digital scale alongside deep social inclusion.
Speaking on the theme “Digital Access & Rights in a Digital Era, Chadha emphasized that digital progress must bridge divides rather than widen them. Adding that with over a billion people connected and UPI making instant payments part of daily life, India has shown that digital scale and inclusion can go hand in hand,”

He further stated that the true of the digital age is whether individuals utilizing basic mobile devices in marginalized regions receive equal opportunity and security.
Amidst his address, Chadha pointed to the upcoming integration of India’s UPI with Uzbekistan’s national UZQR system as a tangible milestone in international digital cooperation. This bilateral linkage allows travelers to execute direct transactions securely via mobile apps without incurring foreign exchange complications or transaction friction.
