A 100-point metric-based scorecard evaluates individual secretaries, ministries, and departments based on performance indicators, discretionary marks, and even negative marking
Ministries were graded on their 2025 performance, with distinct “best” and “worst” performers carved out across multiple categories. Ministries that scored well across various categories included the Consumer Affairs Ministry, Coal Ministry, Power Ministry, and Health Ministry. PM Modi used the extensive 4.5-hour midterm stocktaking session to urge ministers to fast-track pending work and avoid unnecessary disputes. Ministers were strictly instructed to shift their focus toward achieving the “Viksit Bharat 2047” mission, with an emphasis on speeding up ease of living and ease of doing business reforms. Ministries were attempting to cancel any upcoming international summits to maintain total focus on domestic governance delivery and public outreach.
