Govt green signal for prosecution of MMRDA Mono-Rail COO DLN Murthy-Bribery case
Bribery tainted MMRDA Mono Rail COO DLN Murthy to be prosecuted by ACB- Anti Corruption Bureau. Maharashtra Govt has given the permission for prosecution. In a letter addressed by Urban Development Ministry MMRDA/3321/893/7 addressed to MMRDA Commissioner and copy marked to Anti-Corruption Bureau says that COO- Mono Rail is a MMRDA contractual appointee. Action has to be initiated at MMRDA level. Principal Secretary UD-1 said that COO-Mono Rail is a contractual appointment by MMRDA and not Govt appointed. So ACB can prosecute directly no Govt permission required.
ICGS- Investor and Consumer Guidance Society alleged, Now it seems only the MMRDA Commissioner Mr SVR Srinivas is protecting the COO-Mono Rail DLN Murthy. COO- Mono Rail should be sacked immediately, now it is established that he is not a Govt appointee. Continuing in that position , he will influence the investigation by Anti-Corruption Bureau. Further more, Press note issued by ACP Alka Deshmukh on 16/8/21 the ACB anti- corruption Bureau of Maharashtra Police filed an FIR On 16/8/21 the ACB- Maharashtra Police specifically mentioned in its press release that a bribe of Rs 20,00,000 was demanded by the COO of the Mumbai Mono-rail Division of MMRDA.
Sources in the ACB- Anti Corruption Burea informed that they have sent a report for “Departmental Action ” to the State Government in the bribery case of Rs 20,00,000, CR 35/2021, Bribe demanded by the MMRDA COO Mono Rail Mr DR D L N Murthy- COO. ACB informed that the “Demand” of bribe made was established but the second part of “acceptance” was not executed but the offence u/s 7 of PCA stands .
Now the State Government has clarified to the ACB- Anti Corruption Bureau that COO-Mono Rail is not a Govt appointee, therefore sec 19 of Prevention of Corruption Act does not apply in this case. The State Govt vide letter Urban Development Ministry MMRDA/3321/893/7 has clearly mentioned that COO- Mono Rail ,MMRDA has been appointed on contractual basis by MMRDA and further action can be initiated by ACB – Anti Corruption Bureau and MMRDA Commissioner.
The ICGS said, it will still hold a Gandhian protest outside the Commissioner-MMRDA office on 17/9/21 to seek the removal of COO- Mono Rail – MMRDA based on ACB report to the State Government and Govt’s green signal for prosecution of DLN Murthy.
